Our organization rarely uses comm and when we do it is rented with an operator.  We forecast needing it on a regular basis which might make rentals more expensive than a purchase written off over several years.  It is our end of fiscal year (there are funds left for some bigger purchases) so I was given a few days to do some research. 

I'm hoping the community might help give me some direction.

What we have rented is 5 to 10 pack FreeSpeak II in 1.9GHz and the users have been happy.  Because the rental includes an operator, I have not had the opportunity to setup and program the rig.

-- What are your thoughts about future congestion in 1.9 GHz?
-- Freespeak vs Radio Active or another system?

I frankly have not done much research as I want to use my time efficiently based on the short turnaround I've been given.  I appreciate your time.
