we have a relatively small church in Woodland CA, near Sacramento.  our building seats around 300. we would like to upgrade our sound and would like suggestions for a (more or less) local audio installer familiar with church installation.
does anyone on here have any suggestions?

Bill, if your budget allows for an audio design consultant (hopefully), I recommend contacting Barry over at Grzebik Design Group.  He's a couple hours away in Petaluma.  Very fair, and no project too big or too small.

And that's the key for this part of your search- you need a coach, an agent, someone who is on your side when it comes to issuing your RFP to vendors. That way, you have someone that is looking out for your interests, and isn't just trying to sell some gear...
