Let's slow down.  Is it possible to get a computer cable down to the location of the remote speakers?  If so you can easily send the audio to speakers with amplifiers built in.

They will cost less money and be much more reliable.  The laws have changed on systems using the broadcast band and products are not made in that category.

A company called Alton makes some economical powered speakers with wireless.  I think your budget  may be a bit low for those.  The transmitter is 250 and the 12 inch speakers with wireless are 400 each.

If the FM transmitter is still working OK, you could pick up some cheap portable sound systems (boom box) with FM radios.
As stated earlier, with the change in laws regaring FM broadcast, you may have a hard time finding an FM system.
Seems like Bluetooth is pretty common.

So the old ones we had are now illegal?  They don't make them any more?  And what change in law are we talking about here?

It's not the received power; rather it's the field strength of the signal at 3 meters (that power density present at an antenna at 3 meters from the transmit antenna). Specifically CFR47 Part 15.239(b) "The field strength of any emissions within the permitted 200 kHz band shall not exceed 250 microvolts/meter at 3 meters" (average detector). Transmitter power is never irrelevant.

And the transmitter must have FCC certification.

I've been asked to purchase some new remote speakers for my church.  The old ones have worn out.  They were designed to receive an FM signal and connected to a transmitter in the rear of the sanctuary.  We want to put the speakers in various rooms downstairs, where they'll be up to 100 feet from the transmitter, with a wooden floor and some walls separating them.  We need to purchase a new transmitter and three speakers for this purpose, and I don't know what to buy.  Can anybody here help me?  Thanks.

These are wireless WIFI streaming speakers.   SONOS

Hmmm...didn't think of Wi-Fi.  That'd still be a problem, but perhaps a workable one.  Can you network Sonos speakers and hook them up to the church audio system?

Earlier on I was going to post a link to exactly what the OP wanted, a self contained speaker box with a receiver, and a transmitter, intended for exactly this application, but they are no longer listed by the manufacturer, so perhaps this entire class of product has gone the way of the dodo?

Unlicensed operations in the FM broadcast band is permitted (and has been for decades) but at very limited power limits (see my post about half-way up on Aug 27th). See Part 15.239.
