An 835 on top of an upright 828 is just about right.  If you need the small footprint, there you are.  If you are going to put 2 835s a side, you're going to want 2 828s a side as well.  Which ends up with the tops in pretty much the same place.  Same thing 722s over 728s or similar stuff from other folks.  Poles are great for single 12s over single 18s.  But once you go a couple rungs up the ladder you're into a whole different stack.

Buy two SRX818SPs per side. You'll get the same output as a single SRX828SP and pole cups to boot. As a bonus, they're easier to carry. Why are you so resistant to the solution?

Price could be the issue?  Just looking at Sweetwater, 1 x 818sp is $1599, 1 x 828sp is $1999.

lol, sorry didn't have any other US pricing available that I could compare.  I had already been led to believe though that it was a darn sight cheaper to buy 1 x 828 compared to 2 x 818's.

A casual search of major manufacturers can't find one example of dual 18" subs with pole cups. Which dual 18 did you choose that had them?
Here you go. A 2x18 subwoofer made by a major manufacturer with a pole cup... not in the top, but rather in the side. Notice that there are feet on the other side indicating that you should lay it down to get the widest and most stable platform possible, then mount your top box on the pole. Not the most space efficient, but certainly the most sturdy and safe.

Very appealing to little league DJs who need to mount that single 12" or 15" cabinet up in the air above the crowd. Useless to people like myself who stack their 18" subs and then place an SRX725 or two on top of them. I do own 718s, and they have the DJ cup, so if I ever work a crowd where I need a tiny system I'm all set. The problem is none of my 725's have pole cups and I don't own any smaller cabinets. I don't know why there's no DJ cup though, because they only weigh 100lbs each. I'm calling JBL to give them a piece of my mind.
