All of these sockets for 'alternative' uses are not in themselves dangerous... however, owning the microphones and speakers fitted with the plugs necessary to connect to them could be if they are mistakingly plugged into the wrong outlet!

I doubt that it came from the factory like that. It looked like an aftermarket modification. I suspect some building engineer didn't have time to get the proper XLR  connector and used what he had on hand. This is merely speculation. I was barely into audio at the time.
