I bet a train would cut right through them and not even know it hit anything.

Yeah, a mile down the line...  Most of the times an engineer has to make a panic stop, the train has already won...

Before becoming a lawyer, my dad was a claims investigator for ATSFRR.  Worker accidents, passenger slip & falls, missing freight cars...  He had some photographs of train-vehicle and train-pedestrian collisions that were not suitable for polite company.  The momentum of a 100 car freight train is astounding and absolutely unrelenting.

I forwarded this to a friend who is a local fire chief. He said they usually just call an 800 number to check on and stop train traffic.

Judging by the equipment this appears to be from our friends across the pond, but I would assume they have a similar process in place for halting traffic.

This seems like one of those pesky procedural things that are completely unnecessary 90% of the time, but to keep litigation at bay they do it anyway. Just like how AT&T/Comcast put traffic cones on either end of their trucks, even when they're parked in a parking spot...

Don't know about joke vs serious, but I believe it's in Sweden.  The photo made it's rounds in online newspapers here a little while ago.

Maybe they had some concern about abrasion/puncture from the ties or spikes.  That crossing looks OK, but procedure may call for it. 

Or maybe they were just punking the photographer.    8) :P
