Yamaha CM12V would be my favorite passive speaker under $400.

Will you be using your QSC PL3402 to power your new monitors?  The next question is how many monitors do need for your band?

Well, I will go with a guesstimate of a 4 or 5 piece wedding band. So you will probably be needing 4 monitors. That QSC PL3402 will crank out 1100 watts at 4 Ohms (both channels driven)

Divide that by 4 gives you 275 watts per monitor. So if you put 2 monitors on each channel of the amp you will have a 4 ohm load. With that power available you are looking for a passive speaker cabinet that calls for 250 watts RMS. 

I'd look at the new Electro-Voice ZLX-12. They are rated at 250 watts RMS and 1,000 watts peak. They can be had for around the $300 mark if you look around. I think that is both an affordable and good sounding solution.

Isn't that 1100 watts per side ? 1100 / 2 =550 each speaker.

What do you have to realistically budget to own a pair of these, Art?  I found a used pair with controller on the 'Bay for a starting bid of 2 Grand.

My solution to the OP's problem has been E-V ZX1s, both the passive and active versions.  They only have an 8" woofer, but they sound good with very minimal EQ, and they are very small (for those stupidly small stages) and light (19.5 lbs for the passive version).  Brand new, they should cost somewhere south of $300.  The active ones are about $450.

With the OP's console (Qu 16) he can easily get 4 or more monitor mixes, which means each musician gets less of what they don't want in their mix, and more of what they need.  In my experience, the ZX1s get plenty loud and clear (as monitors), as long as you don't try to push a full mix through them.  I use a pair of QSC PLX1804 amplifiers, to feed roughly 600W to each box.  And so far, I haven't blown anything up!
