Ok, I figured it out, thanks to some AES guys.

Apparently this is QualComm's proprietary format and you must use their conversion software: http://www.qualcomm.com/solutions/multimedia/voice/purevoice-old

 I know a software called iDealshare VideoGo which can convert all kinds of QCP files to almost all popular audio format like convert QCP to MP3, convert QCP to WAV, WMA, M4A, AIFF, FLAC, Apple Lossless ALAC, APE, AU, RA, DTS, AC3, AAC, MP2, OGG and etc.

Sorry to bother you man, i recently also met a video conversion problem and i want to know whether somebody could tell me what to do? Did you guys ever know the output format - FBR? because recently i used a screen capture program named BB Flashback, also to record HD quality videos. But the output generated by this program was FBR. I could play it in VLC and Windows Media Player. Later I found this article (http://www.videoconverterfactory.com/tips/convert-fbr-to-mp4.html) and it mentioned that i have to compressed and converted the FBR to mp4. But I just want to know if it is the only method to solve this problem beacause i know that video compression will cause some kind of quality loss (the original video is 60fps 720p which is pretty good) and if there is an alternative such as changing .extension or another better media player?
