It's not a miswired cable - and when we take the subs out of the loop, the Mackie's work fine.  The wiring and High Pass Filter on the subs is just as you described...we read the JBL PDF... 

It's got to be something with the mixer - since we use the same wiring and the same settings on the sub as I do on my PV14 board...

If the mains work fine when not going through the subs, and your leads are fine, and everything is connected correctly, then the only thing that remains is that you have forgotten to switch the subs on.
Check your cable routing and your cables again.

This is like pulling teeth, but if the OP or his buddy would state what type of cables and connectors they're using, we might see what the problem is.

The 618s has a speaker level input for use with an external power amp.  If that's in use, the sub is not going to fire, but the signal may be passed on to the tops.
