But does it have the proper parameters for that particular cabinet?
Putting a "good" driver into a cabinet that is looking for a different set of parameters is often going to result in less than desired performance.
It is the mate between the cabinet and the driver that gives the best results.

Agreed - and who knows if the P Audio would even fit in that design? It has a really big magnet and doesn't fit in small tight spots. I have no idea what the scoop cab design he's referring to looks like but since he was talking about tossing 2 different types of 21 in it I thought I'd just toss another 21" monkey wrench in there!
